Lead on the design, management and oversight of DFID Brazil’s policy and programme activities, including: global development effectiveness; women’s empowerment and gender equality; social development/protection; responsible and inclusive investment; public transparency and accountability. You should ensure: a) that the relevant programme/project components deliver the planned outputs; b) timely advice and reporting on issues regarding programme implementation to the DFID Brazil team and to DFID HQs; c) effective financial administration, financial, reputational and programme risk, monitoring and evaluation of programme activities.
Manage DFID’s relationship with the Brazilian Cooperation Agency (ABC) and other Brazilian government partners, ensuring timely and effective delivery of the planned outputs of the UK-Brazil development partnership coordination mechanism.
Provide quality advice and technical support to strategy, policy and programme activities, which contribute to DFID’s and the wider UK government’s work with Brazil. This includes providing high-quality, timely and succinct oral and written briefs to senior UK government officials on issues regarding DFID Brazil’s programme and policy work and on Brazil’s engagement in global development cooperation.
Deputise for Head of Brazil, including day to day management of the Programme Manager, overseeing management of the programme and Deputising as Head of the team on all policy and programme matters in the Head’s absence.
Essential qualifications, skills and experience:
Bachelors’ degree in Social Science, International Relations or International Development. MA desirable.
Ability to demonstrate a high level of credibility with stakeholders at policy and technical levels;
At least 5 years of Development Diplomacy/ Policy influencing skills at high level across government ministries, international organisations and civil society;
5 years proven technical competency in either Governance, Human, Social and/or Economic Development with the ability to incorporate cross-cutting issues such as women and girls, climate change and environme
Demonstrable ability to work effectively at a high level in a second language
Concise written and communication skills and ability to deliver high quality work at pace;
Excellent networking and team work skills, including from a distance;
Desirable qualifications, skills and experience:
Experience of working at different levels of responsibility and with different stakeholders (e.g. government, civil society, multilaterals, foundations);
Five years of experience of working in low-income countries and particularly in Africa
Programme management experience;
People management experience.
Ability to work closely with other parts of DFID and HMG, and to manage stakeholders across the UK government
